PV31-R QUESTIONS

I have a pv31-r and (l) the are was removed to change an engine before i bought the boat. With it sitting on the bench I can turn either the input or out put shaft and get the other to turn? Is this normal? Also with it out how hard is to to overhaul it at this point and what do the part cost to do this?
