Paragon G-300 appears to shift into reverse but will not engage!

On my sailboat with a Perkins 4108 diesel engine and a Paragon G300 gearbox --
It shifts into reverse easily but will not engage. Or sometimes it will engage after a few minutes.
Also, can someone recommend the right hydraulic oil to use -- that may be the problem. Thanks for any suggestion!
