Velvet Drive shaft Spins when in Neutral

Hi - I have a boat with a 230 Merc connected to a velvet drive tranny which is then connected to a v-drive. When the motor is running & in neutral the shaft continues to turn slowly. The tranmission also appears to be leaking a little oil. I was told by the mechanic that it was overfilled slighted which caused the leak; however it did not stop the tranmission from turning when when at idle. Any ideas on what this all means? I need some expert advice.
