No Forward Gear

I recently purchased and 76-78 Houseboat it has a Merc Trans II
I seem to have lost my Forward.

I stopped to Have my Chase boat Tie On, When we went to drive away I had No Forward. We checked what we could and what it seems to be is Water has gotten into the transmission. We were checking all the fluids and The Engine Oil Was good, The Power Steering Fluid was fine the SternDrive Fluid was fine. But the Transmission Fluid had water in it.

How and where would that come From? I had no warning signs that something was going Wrong??
